The Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova proposed to conclude an interstate agreement between the Russian Federation and Ukraine, thanks to which it will be possible to stop criminal cases against citizens on an equal footing in countries. This was reported on the official website of the Ombudsman.

Moskalkova is sure that the prisoner exchange that took place on Saturday could become part of a systematic program of actions aimed at de-escalating the conflict and normalizing relations between the two countries.
“It is important to carry out extensive explanatory work on guarantees of the rights of citizens participating in the return processes, in order to prevent their subsequent criminal prosecution if they want to move from Ukraine to Russia or vice versa,” Moskalkova said.
She also said that thanks to the exchange, citizens of different ages were able to return to Russia. Basically, these are Russians 40-50 years old, but there are also young people and pensioners over 70 years old.
The exchange of held persons between Russia and Ukraine took place on Saturday, September 7th.
As previously reported, the President of Ukraine Vladimir Zelensky personally met at the plane gangway Ukrainians who arrived from Moscow.
