The Ministry of Labor and Social Protection of the Russian Federation proposed to introduce criminal liability for employers dismissing workers of pre-retirement age, such measure is contained in the draft plan for creating conditions for raising the level of pension provision for citizens, the press service of the ministry reported.

“It is proposed to work out the issue of strengthening the responsibility, even criminal, for employers who dismiss workers of pre-retirement age,” the report said.

The press service of the Ministry of Labor added that the proposal to increase the responsibility up to criminal, came in the course of public discussion.

The Ministry of Labor also proposes to increase the unemployment benefit for citizens of pre-retirement age, conduct training for older citizens, and create a hotline on compliance with labor rights.

Earlier, the head of Rostrud Vsevolod Vukolov informed RNS about the possibility of introducing criminal liability for discrimination against older workers in order to protect the interests of employees when raising the retirement age. He noted that Rostrud together with the profile agencies will follow the fate of older people.

July 19, the State Duma adopted in the first reading the government proposed bill on raising the retirement age. Head of the Ministry of Labor Maxim Topilin during the discussion of the bill in the State Duma said that raising the retirement age will allow indexing pensions per thousand rubles per month, that is, by 12 thousand rubles per year.

According to the head of the Ministry of Labor, pensions will be indexed at a rate twice as high as inflation, which has never happened before in Russia. Topilin noted that all funds from raising the retirement age will be used to increase pensions for non-working pensioners.

In June, the Russian government submitted to the State Duma a bill to raise the retirement age to 65 years for men and up to 63 years for women. Under the bill, the age of retirement is planned to be increased in stages, increasing annually for one year in the period from 2019 to 2034.
